We encounter this issue with old GE refrigerators. The problem was that GE used to make the auger in the ice bin out of plastic. Sometimes, the plastic auger would crack and break. Nowadays, GE manufactures the auger entirely with metal, so this problem no longer occurs. In this case, the outermost coil of the auger broke, preventing it from grabbing the ice in the bin and moving it forward.
